Most advocates of participatory democracy have become uncomfortable with discussions of authority. But utopian preferences for pure egalitarian relationships are unrealistic for developing effective power for communities. Social relations that are characterized entirely by hierarchy, of course, are oppressive and lend little to democratic action. Yet most communities contain some pattern of authority. Political leadership in collective processes, in fact, requires the development of authority. The question is whether authority is legitimate, inclusive, and accountable to the broader community.55
